The Tennessee Safety Net 2000 Coalition
Purpose:
To organize a state and community based partnership that would adopt and advance a vision of
100% Access and Zero Health Disparities in the state of Tennessee.

The objective of the coalition is "to ensure that all Tennesseans, including those who are Tenn Care eligible or indigent, have access to the full range of care services when in need of such services, including primary care, mental health care, specialized care and hospital care."

The desired or anticipated outcomes of Coalition efforts is a stronger safety net. Specifically, the efforts should increase awareness of and establish support for safety net providers (at the state and local level), and solicit a level of assurance- particulary from state- of safety net services via financial and legislative means.

What was done by Charles Wiltraut:
  • I conducted strategic planning with staff leadership and the Board of Directors of the Tennessee Primary Care Association (TNPCA) to develop a Campaign strategy for the state of TN. The strategy includes both working with communities as well as reconvening partners in the "Safety Net Coalition" organized in 1997.
  • I worked with TNPCA to convene and facilitate this partnership of providers in the state of Tennessee in January 2000.
  • I worked with TNPCA staff and members to recruit 3 communities to participate community discussions as part of their commitment to the Campaign. The purpose of these discussions is to: gather information on the awareness and the role of safety net providers; educate discussion participants around the the value of the safety net (provider) in the health care system; and to build support (advocate) for a stronger safety net and for safety net providers.
Outcomes:
  • The Safety Net Coalition originally convened in 1997 has reorganized and convened with an agenda for the year 2000 under Tennessee Primary Care Association Leadership.
  • Coalition members have met with the TennCare Commission to introduce them to the Coalition and its agenda.
  • The Coalition developed a message and is implementing a media and legislative strategy, and the Safety Net Coalition will devise strategies around financing and service delivery of primary care for underserved persons in the state.
