Business Management, Planning and Evaluation
Frank G. Cella
Frank G. Cella specializes in business consultative services with small and
medium sized business, with a particular focus on turn-a-rounds, and developing
business plans. Frank was a Senior Management Trainer for Bank of American
and the Chrysler Corporation. As an experienced Dale Carnegie teacher of
Leadership and Management, Frank could offer your business some on-site training
and consultation. The former President of a local Rotary, Frank continues
to serve on a variety of not-for-profit and for-profit board, balancing his
already diverse perspective on business and community. He was the Founding
Chairman of the Community Music School (Pennsylvania) and a Director (Board
Member) at Muhlenberg College for nearly a decade. In addition to serving
on the Board of the Allentown Improvement District, Frank received the
highest honor for his outstanding leadership with the United Way (The Morning
Call Silver Bowl).
Data Entry and Analysis
Dan Callahan
President of ABACUS Custom Research. Mr. Callahan has fifteen years of marketing
research experience in a variety of consumer product, health care, and business-to-business
applications. Along with complete advanced statistical analysis capabilities,
Mr. Callahan has extensive qualitative research skills. He received his Master
of Science degree in Marketing Research from the business school at The Pennsylvania
State University.
FQHC's and HCAP Programs
Ruth Stevens
Ruth Stevens began her career in health as an internal medicine physician and
received a Physician of the Year Award while working at Newark Community
Health Centers, in Newark, New Jersey. This Member of the American College
of Healthcare Executives and American Public Health Association is currently
a private consultant with a particular focus on Federally Qualified Health
Centers (FQHC's/330 Grant Program), Ryan White Title III, and other community
based organizations. Ruth engages in grant writing, performance improvement
plan development and implementation, and health care plan technical assistance.
Ruth places particular focus on providing technical assistance to newly funded
community health centers in the area of clinical management, clinical systems
development, and assuring compliance with program standards and
reporting requirements.
Cindy Prorok
A former Health and Human Services Director for Butler County Pennsylvania,
Cindy been providing her advice and counsel to hospitals, health systems,
and federally funded sites of care for nearly a decade, specifically as a
contractor with the Health Resources and Services Administration and the
Bureau of Primary Health Care. With a particular focus on the financial operations
of institutions and programs, Cindy has contributed to more than forty (40)
Primary Care Effectiveness Reviews (PCERs) and continues to do so presently.
Cindy has also been involved in several key special projects from assisting
the Pennsylvania Auditor General regarding Medicaid to performing cost-study
projections for the Substance Abuse and Mental Health Services Administration
(SAMHSA) of the United States Department of Health and Human Services (DHHS).
Facility Design
Larry Pointer
Larry E. Pointer, is an Associate, and Senior
Healthcare Planner, for Moody/Nolan Ltd., Inc., the largest minority
owned architectural and engineering firm in Ohio, and one of the
largest minority owned architectural and engineering firms in the
Northeastern United States. Larry provides "up front" programming/functional programming, planning, design, and marketing support
for both the Healthcare Studio, and the Education Studio, with a
focus on Historically Black Colleges and Universities.
Prior to joining Moody/Nolan in 1994, Larry worked
at Ross Planning Associates, the former Healthcare Planning Division
of Ross Laboratories. During his seventeen years at "Ross," he participated in the planning and design of over 500 pediatric and perinatal
projects, and over 300 medical office building projects.

Charles Van Anden
Charles Van Anden has a rich and diverse set
of skills and perspectives that individuals and institutions involved
in health improvement strategies will find of significant value.
Chuck holds a Masters of Science in Nursing, Family Nurse Practitioner
from the State University of New York in Stonybrook, New York. In
addition, Chuck holds a Certificate in Spanish Studies from the Universidad
de Barcelona, Spain.
Chuck's career in the health improvement process began
immediately after school when he served as a Staff Assistant to a
United States Senator and then began direct service delivery in New
York at Cabrini Medical Center and as a primary care clinician in
East Harlem where he also served as Clinical Director for community
outreach programs. Additionally Chuck has served in two Health Resources
and Services Administration (HRSA) Regional Field Offices and as
an Executive Director of a Federally Qualified Health Center (FQHC)

Matthew L. Henk, M.S.S.W., C.S.W.
Is recently retired from the U.S. Public Health Service Program at the Health
Resources and Services Administration (HRSA) Field Office in Kansas City,
Missouri. Prior to that Matt was a Clinical Associate Professor for the Family
Medicine Program at the University of Rochester in New York City. Matt's
work has focused on developing and improving improve primary care systems,
integrating behavioral health and social work into primary care settings
and improving methodologies for quality improvement and services for health
promotion and disease prevention in primary care settings. To read more about

Grant Writing, Research and Evaluation
Steve T. Roussos
Steve is a public health scientist and educator specializing in the design,
evaluation and improvement of initiatives for community health and development.
He is an author and co-author of several research and conceptual papers in
community health and preventive medicine. Steve completed his Masters in
Public Health with an emphasis on Health Promotion at the Graduate School
of Public Health at San Diego State University and is currently completing
doctoral work in Psychology and Human Development at the University of Kansas.
As a research associate at the Center for Behavioral Epidemiology and Community
Health (CBEACH), San Diego he contributed to several federally-funded controlled
trials for tobacco use prevention and HIV/AIDS prevention for adolescents.
His research work at CBEACH included the design of interventions
to improve clinician provision of preventive services and the incorporation

Rhonda Savage, since 1998
Ms. Savage has assisted non-profit corporations through activities
that enhanced their ability to identify, appropriately plan for,
and implement a variety of health and social services programs. A
total of 45 foundation, state, and federal applications have been
written by Ms. Savage since 1998, of which, 41 have been funded.
With extensive experience in conducting community needs assessments,
data driven research and analysis, community planning, grant writing,
and involvement in all levels of project reviews, Ms. Savage has
an established history of success in positive project outcomes. Within
the final 2004 HRSA 330 grant submission cycle where a total of only
74 awards were made from more than 250 submitted applications, Ms.
Savage was the principal who wrote, compiled, and submitted 2 applications
that were awarded the full $650,000 330(e) funding approval, and provided extensive assistance
in a third application that also received a full 330(e) funding award.
Information Technology and JCAHO Compliance
Joe Whiting, BA, MBA, FACHE
Joe's mission is to improve the quality of American health care through the
use of best of breed information system solutions and compliance with national
standards. With more than 20 years of experience as a health care executive,
including serving as a hospital President and Chief Executive Officer, Joe
serves as Vice President, Hospital Solutions for Medcom Information Systems,
a startup company providing computer-based patient record and related applications
to small and rural hospital. He also serves as a consultant to firms including
Quality Management Resources, a JCAHO compliance firm and Dorenfest and Associates,
a nationally renowned health care information technology company. Joe earned
his BA degree from Northwestern University and his MBA from Keller Graduate
School of Management. Joe is a Fellow in the American
College of healthcare Executives.
Marketing and Communications
Cecilia Fabrizio
Cecilia is a marketing and communications planner with experience in the public
and private sector. She spent four years in Hong Kong working on health care
policy and advocacy and played a key role in the task force developing a
population-based cancer screening program and the national Cancer Control
Policy. For the first half of her career she worked in consumer product's
marketing and now brings expertise in consumer behavior, goal-oriented planning
and multi-functional teams into the health care setting. Cecilia also has
extensive experience in strategic planning and communication research and
development. Cecilia earned an MBA at Northwestern University's Kellogg School
of Business.
Mental and Behavioral Health
Robert P. McCaffrey, Ph.D.
For twenty-five years, Dr. McCaffrey has been a nationally recognized leader,
writer and speaker about the field of developmental disabilities. He has
served as executive director of programs in five states, received numerous
awards and was twice honored by the United States Congress for his work in

Project Planning and Training
Rebecca Landau, received
an RN from Beth Israel Medical Center in New York, a BS in Community
Health from Oregon State University and an MPH from the University
of California, School of Public Health, Berkeley.
She is a successful grant writer, facilitator and
project developer who gained her skills and expertise working with
community based non-profit organizations, educational institutions
and governmental entities throughout the US, in British Columbia
and England.
Rebecca worked as a nurse practitioner in a clinic
for transient youth in Canada and at a clinic for homeless and low-income
clients in Oregon. She has a long history of working with community/migrant
health centers both as a clinician and as an advocate.
An experienced educator, Rebecca has taught health
professions and public health students. She is currently an instructor
in the School of Medicine at Oregon Health and Science University
and the faculty advisor for the Association of Students for the Underserved.
Rebecca served on various advisory committees for
the National Health Service Corps and the Bureau of Primary Health
Care. At the state level she served on the Board of the Oregon Primary
Care Association, Oregon Public Health Association, Susan G. Komen
Foundation grants committee and the Speakers Bureau for the Oregon
Food Bank.
